Among free and open source software, phpBB tops my list. Fairly good product, huge MOD database, and pretty good support.

If you haven't got much time, and want to see what the new phpbb3 can offer, just try it out on this host : create forum

PHPBB simpler to use and easier to integrate with your website. 1000s of themes available and now PHPBB3 (under development) you have many features which you get mostly in paid BB softwares.
so PHPBB is the best.
if you want a hosted PhpBB3 forum: free forums

If you specifically  would like a forum written in CF check out CF4em from Bobby Hartsfield at http://www.cf4em.com/
